The CHRP issues this Advisory examining the process of ratification of the Second Optional Protocol to the International Covenant on Civil and Political Rights, Aiming at the Abolition of the Death Penalty. This document is issued in response to the claim of allies of the current administration that the Philippines did not undergo the traditional process of ratification of the Second Optional Protocol and is, therefore, not bound by it.
