Advisory on the Effect of the Reimposition of the Death Penalty on the Philippines Extradition Treaties - CHR A2019-007

The CHRP issues this advisory to bring the Philippines' attention to the barriers inhibiting international cooperation in countering transnational organised crime that the reintroduction of the death penalty would generate. This advisory will primarily focus on the issue of drug trafficking, as the Asia Pacific region remains a transit hub for the global trafficking of illicit substances. The Commission emphasizes that the specific scope of discussion in this advisory does not detract from the Commission's opposition to the death penalty in all circumstances, without exception.
